The Not-for-Profit Security Grant Program (NSGP) has several options:

FEMA NSGP has two options a) Urban Areas (UA) which are select larger Cities around the US and b) Statewide (S) which funds projects in the remaining areas around the United States and US properties.

State-level NSGP - several States have funded a security grant which mirrors in many ways the FEMA grant but funded within the State.
The FEMA NSGP is funded through the State, so your institution is a 'sub-grantee' and therefore has to meet both FEMA regulations as well as local State requirements. These items vary from State to State in submission methods, pre-approval requirements and support documentions neccesary to be provided at the time of application.
The service we provide is to prepare and write the Investment Justification (IJ) for your institution, collect all the neccesary support documents required by your State Office of Homeland Security (OHS) and either submit or upload them according to the State of applicaiton. We do not provide a service to complete any of the 'prep' work neccesary at your State level, we will do our best to research your State requirements.
FEMA Requirements
The following are items FEMA requires for every application together with their appropriate links:
UEI
In order to be approved for funding, FEMA requires you to have a Unique Entity Identification number which you will obtain through www.SAM.gov. You need to create an account, then create an entity. I tiwll require you to upload or send in proof that you are authorized to do business on behalf of this organization.
Once approved and registered, they will provide you with a CAGE code as well as your UEI. It is important that you keep record of both these numbers.
The SAM.gov registration will have to be renewed every year. PLEASE NOT: There are MANY phishers and scammers out there and will send you emails that look authentic to renew your registration and will then charge you several hundred dollars to 'renew' your registration for something you can do yourself in a few minutes using the link above.
RISK ASSESSMENT
ALL NSGP applications require you to obtain a security/vulnerability/risk assessment of the organization/building you are applying for.
An assessment can be obtained in multiple ways:

You can reach out to your local Police Department. However this can take time.

You may know a professional security person or a retired police/military officer who can write something up for you.

In larger Cities the Federation may have a team of people who can do this.

MISSION STATEMENT
FEMA requires you to submit an Organizational Mission Statement on your Organizations letterhead.

State of Illinois (IEMA-OHS) Requirements
In addition to the FEMA requirements, IEMA requires the following:
S.O.S.
You must be 'In Good Standing' with the Illinois Secretary of State - you must have an updated 'Annual Report' on file.
GATA PORTAL
IEMA-OHS requires registration at https://grants.illinois.gov/portal/ which includes several componenets that must be completed. One of them is the 'ICQ' (Internal Controls Questionnaire) which includes 60/70 questions about policies and precassions they want you to have written policies etc addressing these items.
The ICQ as well as the 'Audit Certification' are required to be completed annually.

Proof of Exempt Status
You are required to either provide a copy of your IRS Exemption Letter or complete a from certifying that you are exempt.
